She is a shoe size of 2 and yes you can adjust the sizes for your little ones to grow! They come completely assembled, are made of good quality and are an awesome value for the price. You will be able to adjust the size if need be which consists of a small little button type thing and is easy. The colors (red) aren't too "loud" if you will.
